Insulation Grants - Overview
The Home Energy Saving (HES) scheme provides €50 million assistance to 50,000 homeowners in 2009 who are interested in improving the energy efficiency of their home in order to reduce energy use and costs and greenhouse gas emissions. It is a national scheme and thus open to all owners of existing houses. The scheme is administered by Sustainable Energy Ireland and its agents.
The scheme has been launched/announced now in order to allow interested contractors to apply for registration. Once there are sufficient registered contractors available to the scheme there will be a further announcement regarding householder applications.
Assistance will be provided by the payment of fixed grants towards the costs of implementing remedial measures. The types of measures eligible under this scheme are roof insulation, wall insulation and heating controls. There is also a grant for households who choose to get a Building Energy Rating (BER) assessment Before and After the works are completed.

What measures are eligible for a grant under the HES scheme?
Grants will be provided to homeowners who invest in energy efficiency improvements in the following area:

Roof Insulation

Wall Insulation - this includes either cavity wall, internal dry lining or external insulation

Replacement High Efficiency (>90%) Gas or Oil fired Boiler greater than 90% with Heating Controls Upgrade*

Heating Controls Upgrade*

Building Energy Rating (BER) - you can get a grant for a BER if one is done before and after the works are completed.
*Minimum requirement of: 2 zones (space and water) with 7 day programmer (time and temperature) control and boiler interlock, time and temperature control of electric immersion heater and either 1 more zone control or 3 TRV's.
How do I participate in the Scheme?
For a contractor to participate in the scheme they must register with SEI. Only registered contractors can carry out works on the scheme.

Can I register as a Contractor for more than one measure?
Yes, you can register for multiple measures within the one registration form. Tick the relevant measure boxes that you wish to register for, however for the registration to be accepted you must meet or exceed the technical competency requirements per measure as detailed on the registration form and in the Code of Practice & Standards and Specifications Guidelines.
Can I register my employees on the Home Energy Savings scheme?
Yes. In the Nominated Personnel section of the registration form you can input persons, including yourself if appropriate, who will carry out the measures for which you wish to register. You must ensure that all your nominated personnel are made aware and adhere to the Terms and Conditions of the scheme.
Only Nominated Personnel detailed on the form are eligible to work on the HES scheme.
What do I need to provide to the homeowner to allow them claim their grant?
Once your works are completed you must provide the homeowner with a detailed Invoice and Receipt for all works completed. You must fully complete, sign and date the Declaration of Works form and ensure the householder also signs and dates this form. The Declaration of Works form is left with the householder.
